The difference between desirable and undesirable attention is measurable on an interstellar scale. Not all the advances one person might make upon another are welcomed all the time -- maybe the person isn't interested, or perhaps the method of approach classes as creepy.
'Hassle' is undesirable attention. See: Harassment, alternate meanings of.
Please, think before making statements like that :)
